Certification Services

ATDS staff has achieved  certification of new motor vehicles in over 100 projects for both very small volume manufacturers as well  as some of the worlds' largest.  The complexity of the certification process continues to increase with the ongoing adoption of new regulations and tighter standards by the US EPA and California Air Resources Board (CARB).

ATDS is uniquely positioned to not only guide our clients through this regulatory labyrinth, but to actually conduct the needed emissions and durability tests ourselves using our own equipment in house.  This means a faster path to certification at a dramatically reduced cost.

ATDS has durability testing locations throughout the nation and maintains the latest in emissions testing capabilities, including:

  • Tier II and SULEV vehicle test capability using our EPA-approved Horiba Bag Mini Diluter and E-Flow Direct Volume Exhaust flow meter

  • PZEV (Partial Zero Emission Vehicle) Evaporative Diurnal SHED testing

  • On-Board Refueling Vapor Recovery (ORVR) testing

  • Running Loss evaporative tests

  • US06 aggressive driving cycle testing

  • SC03 / AC2 air conditioning testing

  • OBD 2 demonstration testing

  • Cold CO testing to California protocol

  • Alternative Fuels testing

  • Evaporative canister purge strategy development

The ATDS laboratory is licensed by the California Air Resources Board under Executive Order T-106-0002 for testing of  non-conforming imported used vehicles and is audited annually for renewal. Furthermore, the lab is routinely audited by CARB staff for the emissions testing programs we conduct on behalf of numerous major manufacturers.

ATDS offices are located in close proximity to the both the US EPA in Ann Arbor, Michigan as well as the California Air Resources Board in El Monte, California making us the ideal base of operations for your certification project.  ATDS staff has long-standing working relationships with both EPA and CARB certification staff and can interact on behalf of our customers or provide guidance as needed.

ATDS can assist in any phase of the certification process or provide a complete turnkey certification program.  Our certification staff has experience with each of the following:

  • Certification strategy development, planning to meet fleet average standards, and phase-in planning over multiple model years

  • Application preparation, editing and submission

  • Agency liaison, negotiations, interface, and regulation interpretation

  • Development testing to identify and solve problems encountered during certification emissions and durability tests

  • Manual transmission shift schedule determinations

  • Durability test design and execution for OBDII and emissions durability data vehicles

  • Certification vehicle builds

  • Emission component calibrations

  • Certification emissions testing

  • Certification process management

  • Labeling design and approval

  • Post certification testing support, including audits, in-use compliance, running change management and  OBDII in use monitoring and reporting

  • Alternative Durability Protocol development

  • Production line testing (PLT) / production line audit testing conducted in-house

  • Carry-over and carry-across certification management to extend a certification across multiple model years or multiple vehicle lines

  • Evaporative component bench aging and protocol development
