The
Executive Order Process
The EO process begins with a request from the manufacturer to CARB
detailing the device to be installed or sold and the vehicles to which
it is applicable. CARB will reply with the requirements for
consideration of exemption. For some items it may be as simple as
providing a sample of the device to CARB for review; for other items
CARB may require emissions testing of one or more vehicles equipped
with the device at an approved independent laboratory. If testing is
required, CARB will provide a list of the vehicles which must be
tested by make, model, year and possibly engine family. The tests
required of each vehicle will also be listed.
Note: these are not "Smog Check" type tests but rather laboratory
tests, identical to the more extensive and accurate tests required of
Original Equipment manufacturers to certify new vehicles for sale.
ATDS Services
ATDS is a CARB approved independent laboratory for California
After-market parts exemption testing. ATDS is the only independent
laboratory in Southern
California capable of conducting the full range of tests on light duty
vehicles which may be required by CARB including the new Enhanced
Evaporative Test which is being required on many EO's for 1997 and
later model vehicles. For the last two years, ATDS has ranked among
the top laboratories, either independent or OEM, in the CARB sponsored
annual Laboratory Correlation test.
ATDS can
locate and acquire the
necessary vehicles, make the modifications in our well equipped, four
lift mechanic's bay, conduct the required tests and provide properly
formatted written reports of the results. Should CARB require mileage
accumulation as part of the test for the EO, ATDS can put the vehicle
on the road with our experienced mileage accumulation drivers. ATDS
has existing routes which have been approved by CARB and the EPA for
certification use.
